Many rivers and low lying areas are already flooding or experience high water with more rain expected over the next 24 to 48 hours. * WHAT...Flooding caused by excessive rainfall continues to be possible. * WHERE...Portions of Iowa, including the following counties, Allamakee, Chickasaw, Clayton, Fayette, Floyd, Howard, Mitchell and Winneshiek and Wisconsin, including the following counties, Crawford, Grant, La Crosse, Monroe, Richland and Vernon. * WHEN...Through Friday morning. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Area creeks and streams are running high and could flood with more heavy rain. * ADDITIONAL DETAILS... - Much of the area received heavy rainfall overnight especially along and south of Interstate 90 across southeast Minnesota and southwest Wisconsin. Cedar River at Charles City affecting Floyd County. .Heavy rain falling in the upper reaches of the Cedar River Basin in southern Minnesota combined with forecast rainfall over the next 24 to 48 hours will lead to flooding on the Cedar River in Charles City. * WHAT...Moderate flooding is forecast. * WHERE...Cedar River at Charles City. * WHEN...From late tonight to Sunday afternoon. * IMPACTS...At 17.5 feet, Riverside Drive at St. Marys Street begins to flood. * ADDITIONAL DETAILS... - At 1:45 PM CDT Thursday the stage was 3.1 feet. - Bankfull stage is 9.0 feet. - Forecast...The river is expected to rise above flood stage late tonight to a crest of 17.5 feet tomorrow evening.
